There is no subscription to ESO now, you buy the game and then you can play it, it's that easy (I'm almost sure) the only thing is the game itself is rather expensive.
I'm going to take this moment to point out that if you want a 100% free MMO on the PS4 and PC you also have Star Trek Online which is free to play this weekend .... and next week, and all the time. Not a bad MMO at all if you like Trek you could get a lot of enjoyment out of it and it's just 16gb so not much bandwidth or disk space required to check it out.
