Regardless of if anybody reads them or not, if you break them...  well you face the punishment, 

True, but telling people to read them... Oh, what a joke. Generally people aren't going to read them even if they know there's something they should care about in there.

Besides it's still a pretty harsh punishment for simply using a system's features.
