Or it is one, but it has as much in common with JRPGs as it does with WRPGs... Labels aside of course. 

It's the second one. While Japanese RPGs tend to pan out a certain way, what determines them in the end is if a Japanese developer made it. 

But if people refuse to buy a game because it doesn't has Mr Howard's signature on it, then I have to admit it'd be pretty shallow...
