Probably because they are busy getting hundreds of 360 games on X1. Its only been like a year and they've added so much. People are still requesting many more as well.
I think when they are about done adding 360 games to the service due to publisher reasons, that's a good time to get people excited about OG Xbox BC. The appeal for 360 games is alot bigger anyway.
