But it has caused millions of people to be in jail, specifically blacks as they are disportionately targeted. It's a waste of money and ruins lots of lives: people will access it no matter what, and legalizing it will allow it to be safer.

Which is why you dispose of the people breaking the law instead of keeping them in prison. Or put them to use and make them free labor. There's a lot of untapped use in people in jail. Potential the government could benefit from
