Yes Prey is very similar to Duke Nukem: Forever, both were developed by 3DO and both had a long list of problems. For instance the lead developer left after only a single year of working on Prey.

These sort of things have not been reported happening for Killzone 2. It's been in development for 3 years now, and after that period of time the flaws for both Duke Nukem and Prey had surfaced. This is not so for Killzone 2, which was actually reported recently as 'moving along quite well, and having a planned release for this year'. So these games should not be compared to each other.
