I don't think it fully uses both. I don't even know if the Japanese version uses both. The japanese soundtrack has some midi tracks and some are just straight rips from the Symphonic suite. Some are even redone with new synth instruments in vein of Dragon Quest VII 3DS. We'll have to wait and see I guess. Sugiyama is an old boy now, he's probably getting tired.
