I don't know about that, but I had all the right cards and didn't miss any question. If that's right then, yeah, it's bad game design xD. I really don't see any problem on having to remove some cards, since you have plenty of money to buy new ones when needed. It's a bit inconvenient, that's for sure. But it really didn't bother me too nuch. I discarded some cards I never used to buy those 30 cards needed to do the quiz.
