I assumed 'Go' would just be a mode for Switch, not the main game, but would allow people to battle each other in the park or at McDonalds. This would need GPS though or only playable at wifi locations.

I definitely think they'll have something like this if they don't have a mobile data solution.
Maybe in game microtransactions could pay for data? Or maybe it's a sneaky way for Nintendo to kill the samrtphone battery so people are left with only a Switch to play on (well played, Nintendo).
