If she takes Bassad out directly? Give him a few hours to move everyone into Russia-2, see him target Russia with an small nuke before sealing his gates and then Dead Hand will take care of the rest (since DH only starts whenever a nuke strikes Russia, Putin will be able to claim they started it).
Otherwise, crooked Hillary will simply use bold characters whenever she writes strongly worded letters...
