The quoted article specifies 16GB as the standard cart size. Meaning small to moderate games won't use carts larger than 16GB. There is no reason that there wouldn't be a wide variety of cart sizes to match projects (as was always the case on all of Nintendo's cart-based systems (NES - 3DS).
