It's very close to one. That's why it took a hacker handing the emails to Wikileaks (or at least threatening to) to finally hold this career criminal to account.
You seem to think that banana republics are only characterized by people punishing their political opponents, but never punishing your political opponents is just as bad and has the same corrupting effect. Besides, the FBI is still operating under Obama last I checked.
