Because some games using the d-pad as something other that directional inputs was confusing? How about those RS and LS clickable buttons.
R3 and L3 aren't, nor have they ever been labeled on controllers, and eventually, people figured it out. Not understanding the "Let's keep things dumbed down for the public" mentality. This is p[robably why DLC is in such the mess it's in. Everything is going to waste.
