They only need some of from that userbase though not all it's far from a given much like your argument about the current owners not migrating is far from a given either, 3DS is just doing what GBA did during the DS launch year and acting as a buffer after next year the won't be any more 3DS games, remember Wii U was to be continued to be supported guess how that's gone.
3DS support also doesn't negate a unified library either as do you honestly think they'll continue to put all their big first party titles on it instead of Switch.
