Not at all, just someone with a small amount of information being over confident, I've also removed a processor from a PC which was marked as broken in our centre to find someone had applied the termal paste underneath the processor, but that one came from a classroom where people work with PC's and study PC repair so it was likely someone in the classroom just messing up on the basics.
