This isn't a bit more of an issue than on Xbox One. Because of the lack of external assets, mods don't need even nearly as much space as on Xbox One. The title of this thread is thus quite misleading (technically true, but it omits the other side of the truth).

I'll get it for free anyway since I own all the DLC on Steam so I guess it's for the best.

This is exactly what it means. I don't think even very creative use of the existing assets is going to make your character look like Lightning, or any other arbitrary character. It'll be good on PC anyway, because you'll have access to more mods, and you can still play with a controller if that's your thing. You can also play it on your TV if you either hook up your PC to your TV or use Steam's In-Home Streaming (e.g. via Steam Link). Of course if you don't have it set up like that all the time, it's a bit of a hassle so might not be a viable option.
