That would be pretty good but personally I don't like the idea of repaying for a game which I bought with minor improvements and even a more added cost of dlc. SSB4 is closet to melee as SSB has ever gotten but that does not mean it can't improve significantly. If they allow me to keep all my stuff for a very cheap transfer price ($10 or less) then sure but if its like, you gotta pay $30 for the transfer + whatever additional content they bring out, than no thanks.

New SSB would = Improved interface, better Netcode, new modes, maybe stuff like SE2 and who knows what else. I would prefer them to just give me a new one.

The problem with a New one is a 3 years development cycle. Code wise it can be done in a shorter time, like patching and improving the net code, maybe it might even have to be rewriting due to the new architeture, which is no longer that PowerPC.

, the thing with a new Smash is that artworks, animations, licensing and other stuff would take a lot of time.

Well... SSB4 came out in 2014 and NX is releasing in 2017... Thats 3 years so I see no issues. Even if it takes 4 years, if they planned it right, they should be able to pad it with other titles like MK.
