It doesn't mean that it's going to make games run better.

The idea that it is more powerful when docked is the same as "overclocking" in this sense. When it is in handheld mode it has to run well enough to even reach that 3 hours of batter life so it's not going to be over clocked. While it is in the dock, possibly being cooled, it might allow the switch to overclock. It probably isn't true and isn't good for the CPU or GPU, but it's interesting nonetheless.
