Doesn't really mean anything, it could have been a small Japanese publisher that decided the Switch is better suited to their game than the PS4 is (it's quite possible Switch due to its portable nature will overtake the PS4 in Japan quickly).
A Tegra X2 is moderately more powerful than a Tegra X1 from what I understand, nothing mind blowing. It's 625 GFLOPS effectively instead of 500 GFLOP. Neither one is close to a PS4 in power.
When in doubt just use some freaking common sense though. The NX even in "docked" mode is like half the size of an XBox One Slim (16nm) ... you're not getting like triple the performance from something 1/2 the size.
