I'll just say that it can be considered a new IP because of the shift in focus in the concept that defines a new IP much more than mechanics, the main draw is not the platforming but the primary concept of creating and sharing, Mario Maker is not a spin off of the 2d Platform games it's a new IP that is starting off by using Mario, later down the line we'll very likely see Zelda, DK and other compatible IPs touched upon by by the series. You consider it that is new IP just because new mechanic, but that rely doesn't make new IP, but you can't have completely new IP if game using existing world, characters and parts of previous games. Splatoon is new IP, Super Mario Maker is not.
