This is Mario 2D platform game where you building levels or play levels of other players. Regardles "building levels or play levels of other players", Mario Maker is still Mario 2D platform game so cant be new IP. And yes, it's far more 2D Mario spinoff than new IP. Super Mario Maker is existing IP (2D Mario platformer) with just new mechanic (building levels or play levels of other players), not new IP. Like I wrote, new IPs are games like Splatoon, Xenoblade, Code Name: S.T.E.A.M...not 2D Mario platformer "with  building levels or play levels of other players".
