NFS is just overall more polished and consistent to me. Infamous 2 generally looks good but it has some real rough spots:

All open world games have certain areas that don't have high quality textures. NFS MW probably has some areas as well. Infamous 2 also allows you to explore the city vertically as well as on the roads while in NFS MW the roofs and many other areas that cannot be accessed and seen closely don't need textures atleast high resolution textures.

NFS does have some verticality in the form of sections where you can jump up to building rooftops, drive to the top of a multi-storey car park or on raised highways, terrain elevation, etc.
