Psone discs are playable on all Playstation consoles up until the PS4 launched, even the most un backwards compat versions of the PS3 can still play PS1 games and stream them to the Vita and PSP (every single ps1 game).

It's worth noting too that PSone discs are pretty much stored on Audio CD's with Track one being the game data and the rest of the tracks normally being the game soundtrack stored in CD audio format... and of course the PS4 cannot play Audio CD's at all so would need some extra work to be able to do anything with PSone discs.

I had forgotten for a while about the dick move to not allow cd audio format on PS4. But surely if Sony really wanted to allow people to play PS1 game on PS4 they would be able to, but if they can resell them as digital games we know they will preffer that.

I'll be honest though after all of the shite about the ps4 pro not having a 4k blu ray player.... I've at least put an audio CD into the PS4 to see if it would play (found a copy of Simpsons sing the blues in a thrift shop) But yeah I've yet to actually bother sticking a Blu Ray movie into the console, between youtube/netflix and WWE network streaming to it the idea of going off to get a single disc for one movie seems almost archaic to me now.
