If the language is voice overs, and not just text, then yeah. Japanese audio for FF XIII-3 was 4GB. But in Skyrims case it would probably be multiple European languages, so 13GB would make sense.

Yea it just never occured to me how big audio can be for games.  I learn something new today xD
