I don't see where anyone could get the idea that a Vita or 3DS phone would sell less than the PS4 is currently. If today Nintendo announced a 4G New 3DS in Japan with Calling and Texting, it would sell Millions of units on lunch, and sell over a million units a month in Japan alone the whole first year. 

People have already bought 60 million 3DSs without mobile network support. That number would be multiple times greater if they had mobile network support.

A sony smartphone/handeld would not do well. People don't want to change from iPhones and Samsungs to a playstation phone device. They aren't going to up and change everything for it. People like playstation games so they're happy buying a PS4 to do it, they don't have to replace anything. Also this phone would be more expensive than a PS4, if it isn't it wont be a good/powerful phone. That's insanity. 

Of course a bastard product was doomed to fail. How could it ever have succeeded? If Apple put out an iPhone that with physical buttons, that was two gens behind the current iphone, had its own special store with no access to the app store propper, and recieved no support from developers, it would end up the same. Putting 5% effort behind something, then saying, "see people don't want this", is rubbish. 

I am not saying that the 1.5 billion smartphone buyers would suddenly switch over to PlayStation and Nintendo phones. It would obviously be a niche market, and probably never get much more than 250M active user between the two, but those 250M users would be an extreamly profitable niche, just as the niche of PS4, XBO, WiiU, 3DS, and Vita users are highly profitable.

As for price, it would depend on the business model. Iphone 7 only costs $225 to build, PS4 cost $381 to build at launch, however, iPhone 7 sells for $649, and PS4 sold for $399. So, if Sony wanted to make PlayStation Phone competitive to iPhone 7, they could easily sell it at the same price as PS4, in fact if they wanted to make it even more powerful than iPhone 7, they could still sell it for $399 and make a profit on every unit sold. A $649 PlayStation Phone would be a beast of a unit, and make massive profits on hardware alone, plus Sony would make massive profits on sales and advertising through PlayStation Store.

Uhm, no it would succeed because it's Apple and people literally would buy Apples faeces. 

It wouldn't even reach that. 

Sony sell their smartphones for a lot more than a PS4 and still lose money. And no one is buying a $650 phone to play playstation games, when they can buy Apple or Samsung and play on their PS4's.
