This is a series. If they don't solve the problem with motivation then eventually people will be asking 'but why not just make new robots or shut the project down.' There has to be another motivation for sustaining the project and I'm plumping for it becoming or being recognised as an important 'social experiment'.

This is a tv series based on films and a previous tv series. They will either follow what happened in previous works or do something different. What you are asking for has answers in those previous works, I won't spoil anything, I hate doing and being done that.
