As others have said, the problem with the Wii U schedule is that development has shifted to the NX. However, several of those games you listed are ambitious games that take dozens of hours to finish, namely Tokyo Mirage Sessions and Paper Mario. And Poken Tournament has been favorably compared to Street Fighter 5.
Is there a drop in quality at the moment? Yes, because of the Wii U's sales and the (supposedly) upcoming NX. But complaining about the absence of the next big Mario platformer or Zelda game doesn't mean denigrating the quality titles that have come out.
