PPSSPP even runs pretty good on some android phones but your cpu is very important for emulation on PC and lots of old CPU's are still great for emulation.

But the best thing to do would be to try ppsspp first and see if it runs lol xD.

Well, it can run Portable Ops without any slowdown. Is that good enough?
