4. PSVR buyers need an additional PS4 model anyways to use it. And the PS4Pro seems to give the better PSVR experience than the old PS4 model and the additional costs ($100 - $200) are reasonable. So it is more a reason NOT to hold off on buying a PS4 Pro when you are interested in the PSVR.

2. Sure, if you are patient you can always wait for the next console revision / next console generation / next price cut / next successor of any hardware component. That argument ain't exclusive to mid-generation upgrades.
1. No, you don't need a 4K/HDR TV to get improvements compared to the other PS4 models. Better image quality (rendering in higher resolution + downsampling to 1080p or more/better effects/shadows) and/or framerate improvements (60 fps instead of 30 fps in some games, same fps but less slowdowns in other games).
