That works out to around 4.5%, which would mean that noncitizens are actually less likely to be imprisoned than citizens. Perhaps they are more afraid of being caught. |
Hm. It seems like the Department of Justice disagrees with the Deparment of Homeland Security on this. In 2009, the DHS identified 221,000 noncitizens in the overall prison population, while the DoJ only recorded 95,000 in that year. The DHS also estimated that immigrants, legal and illegal, make up a disproportionate share of the prison population.
