You are misinformed. That statistic, while accurate, is not representative of the overall prison population in the U.S. According to the following source, there are about 90,000 non-citizen prisoners in a population of more than two million. That works out to around 4.5%, which would mean that noncitizens are actually less likely to be imprisoned than citizens. Perhaps they are more afraid of being caught.
