Pretty sure the locals would start to a revolution against a small military force that was sucking their prime natural resource and keeping it away from the country and that would've put US troops in extreme danger.

I think his plan was to leave a force there that will guard workers who will be 'taking' the oil.

Even then its not a smart move. Its like he is a recruiting video for bad things.
