Yes, all that stuff is under the Microsoft umbrella, but there are localized specific functions needed for the Xbox brand in any market it's in. It's not just dumped in the laps of any MS employee. 

Also, consider this, given that the average cost of an Xbox One in Japan is $300 USD, they've only sold about 20 million dollars worth, and that's probably at a loss. So any money coming in for the division there has to be through games and Live accounts and other transactions. And it can't possibly balance out. The Xbox division is still there mainly to save face. But, that's job security for thoise employees in the meantime.

You are right about localization but as for the servers I don't think they have Japan-only servers for MP. I think they have common servers with other Asian countries: China, Korea, East part of Russia, etc
