Customer service is one for all Microsoft products I believe including Windows. Which I believe the most popular OS in Japan like in any other country in the world.

Yes, all that stuff is under the Microsoft umbrella, but there are localized specific functions needed for the Xbox brand in any market it's in. It's not just dumped in the laps of any MS employee. 

Also, consider this, given that the average cost of an Xbox One in Japan is $300 USD, they've only sold about 20 million dollars worth, and that's probably at a loss. So any money coming in for the division there has to be through games and Live accounts and other transactions. And it can't possibly balance out. The Xbox division is still there mainly to save face. But, that's job security for thoise employees in the meantime.
