Not necessarily a bad thing, XBLA had some of the most notable 360 games. A lot of junk has been released on disc.

There are also a lot of games that may not come to X1 BC because of remasters or cross gen. I can think of like 30 right now.

I agree. There are a ton of notable XBLA titles, but there is also allot of shovelware.
The good part is... It just magically arrives on my Xbox One "Waiting to be installed" to add to my 1 Terabyte+ of waiting downloads.

It's likely easier for Microsoft to get permission for XBLA titles rather than full AAA releases, I would like to see backwards compatability be more aggressively rolled out though, the Xbox 360 was backwards compatible with roughly half of the original Xbox's game library before that scheme stopped, which was a real shame.

Yeah, a lot of junk on either XBLA or retail. BUT, they are doing a pretty great job getting good stuff from both XBLA and retail. There are many games on the service I'd recommend already.

I believe MS goes to the publishers and basically asks what games they would like on X1 BC. Big publishers are reluctant to put their major titles on the service, espeically if they plan on doing a remaster. Therefore we're seeing a lot of XBLA titles. Also, MS probably limits the numbers of titles a publisher can list in a given period of time. The goal is to also sell copies of old games so they don't want to flood the market quickly. Safe to assume games will keep coming to X1 BC for years.

Anything for sale on the 360 marketplace has potential to come to X1 BC (excluding stuff like annual sports games). That should be over 1000 games. So they are just getting started at 250 games currently on the service.
