I don't think so. The Xbox 360 sold over 1 Million lifetime on Japan. They probably shipped 100K+ of Xbox One for Japan, since, if I remember well, the Xbox 360 sold over 100k or more on launch. They don't need to stop shipping if they did not sold the first ones yet.
