First, Sony has a new policy saying it's now sold to retailers (not to customers) which is the same as shipping.
Secondly, how would you expect Sony to be able to count every PS3 sold to customers in every territory then? They can keep tabs on everything they ship but not everything that falls into the customer's hands. I suppose they can create a tracking firm to track... oh wait a minute, that's why we have Media Create, or NPD, or even VGChartz, don't we?
