"So instead of being just at 30 you can run north of 45 frames or better. It’s one of those things that, when you start playing it, it’s great for those speed runners and those hardcore gamers who are just like ‘I want to get through this as quick as I can, I want seamless controls’"

And this bullshit right here is the reason why console games never have acceptable performance. They think anything but solid 60 is acceptable. They think high framerate is special gift from them to us when it should be the norm. They think it's only for a small subset of gamers when actually everyone would benefit from it.

Why 60fps? That seems arbitrary.

It sorta is.  It originates from older tvs, which for the longest time had a standard refresh rate of 60Hz, making 60fps the highest possible framerate in practical terms (I mean you could go higher but since the tv was refreshing at 60, anything beyond 60 was pointless).  It's stayed the standard because 60 *is* twice as high as your standard 30 and diminishing returns start reducing the impact of each increase anyway.  The more important point here is higher framerates are *always* an improvement.  It's just a question of how significant of an improvement, which varies from game to game.
