I haven't watched the video so take my comment with a grain of salt.
If they can run comparable versions of the same game with negligible differences (like the PS4 vs Xbox One--and yes, I own the original version of both), they yes. I think they compete. One console will always be more powerful than another. They will never be 100% equal (ie: PS2 and Xbox) but they can still offer similar experiences (unlike say PS2 and N64).
