It does and also a 1060 is able to play max with 4k native near 30fps on average. A 1060 is a $250 card. Turn a few settings down and you will still get better visual quality than a ps4Pro at a smooth 30fps. No upscaling and other stuff.

Now don't mistake what I am trying to say. Ps4Pro is the best $400 value that anyone will be able to get and that value for performance cannot be beaten without making some weird arse choices. But people don't really need a top of the line PC to get same performance/visual levels as a ps4pro.

But we will see what the final differences will be like once more and more games comes out.
