Yes it is a standard disc format. A DISC standard.

The blu-ray drive must have the correct lens system (high numerical aperture lenses) to actually be able to read uhd disks.

The PS4 seemingly does NOT have uhd blu-ray drive mechanics. The hardware simply isn't there, end of story.

Thank you the PS4, PS4 pro or your current blu ray player which uprenders standard blu ray to 4k simply can't read UHD discs. Because of the extra layer and the fact more data is stored on each layer. 25gb vs 33gb makes a 33% difference that isn't just something that can be fixed by a firmware update.

Why would Sony who doesn't have a release date for its 4k uhd blu ray player delay UHD playback on PS4 pro with a firmware update it doesn't make sense. Not putting it in there is also questionable decision but economical viable since the format needs some time to take off and games can't take advantage of the 100gb a UHD blu ray cab store due to the old drives in the Xone and PS4.
