It'd be really hard to do it in any sensible way for retail copies. Add in a code, and you have two basic cases:
- The game can be played without the code. Now you have two copies: a digital one you got from the code, and the physical copy that works without the code. Sell the physical copy, and you still have the game. Essentially, you get two copies of the game for the price of one.
- The game can't be played without the code. Now if you activate the code, no one else can ever own the same copy of the game, resulting in the destruction of second-hand game market for first-party Xbox One games. Microsoft's already been through that and obviously it didn't work (yet), and it's too soon to try again. There's ways to get around this, but it becomes a mess.
Obviously the first option is infeasible, and the second one is possibly even more harmful to consumers than not being able to get cross play across PC and Xbox.
