Maybe you didnt get the memo but PS4 Pro simply doesent have the power to do all games at 4K. I believe DF already said its running below 4K. Horizon was confirmed not to be native 4K.
The Last of Us for example is a 1080p/60 fps game. The PS4 can handle with relative given its a 7th gen game with tweaks. On PS4 Pro it will be 4K at 30 fps. While 60 fps will be done at a lower resolution.
So if the OG PS4 is running ME at 1080p/30 fps, dont expect 4K/30 fps. It simply lacks the power for that leap.
