Part of Nintendo's problem in recent years since the midway through the GC era has been they have really stopped allowing NoA the automony to actually do things like that. Even certain things are still on the NoA branch but more often then not, it seems promotions and overall tone is set by the head office in Japan which at times leads to some good things and at times, less then good.
