The 3DS has sold over 60m and has a good active userbase. By not releasing titles before the NX on it, Nintendo would be throwing away the cash. And they can always port them to the NX aswell.
Besides these titles don't scream AAA high budget to me. As in we're not getting a super Smash Bros or Mario Kart 9 type game. I'm sure Nintendos teams that make those big titles are working on other big titles for the NX.
