Mario MAker coming to the the 3DS with 100 levels already pre loaded

I didn't watch the direct cause it was too early but is this true? Like can u play levels created by others at all? Cause if not, why would anyone get the 3ds version if they have a wiiU? loll

Essentially, its like one game gives you endless levels while the other gives you 100

You can only locally or with street pass. No global sharing, no stars, no comments. Is clearly a lesser experience.
