I think some countries do it blatantly and others do it on the sly. Britain's new surveillance act will eat away at people rights to criticise and free speech. Anyone who says anything the government doesn't like they will go through your entire life with a fine comb. Emails, social media, browsing history etc.
It might not be treason or seen as an attack on freedom of speech, but I think it's far worse since it goes about it in a way where there is no transparency and the odds are stacked against you. You never know when they invade your privacy and use what they find against you.
