Just because more people saw it and it got more votes doesn't mean its a better movie.  Pretty much everyone would agree that Do the Right Thing is a better movie then 25th Hour and that got a lot less votes also.

Is not about a slight difference, we are talking about a movie having 50 times more votes than the other and one being a TV docu when the other is a Drama for Cinema, those scores are simply incomparable. And with that answer I have to assume that you didn't saw it, you are just relying on the scores, wich is completely wrong.

As for the bolded part, 25th hours has always been more praised and remembered through time than Do the right thing, I don't even know where are you getting that "pretty much everyone" part of the sentence, is a great movie sure, but as far as I'm concerned the popular opinion is that 25th hour is the better movie and I do agree.
