It's only half the story, though.
Of course, Google (and other companies) push sites that people like to use. Telling the world about mobile and intrusive ads is sadly just PR. In the end, Google will also push sites that have working ads (most are from Google anyways) which in result make money for Google, doesn't matter which kind of ad it is at the end of the day. Yes, they want the ads to be less intrusive and mobile focuses, because that is what works best currently.
If you want a Google-friendly site, simply do whatever pleases them and their bank account ;)

(btw Google also wants you to have zero flaws in your source code so the site works perfectly well on all devices but at the same time Google ads and analytics tools have (had) their own flaws and were built with improper code that would cause browsers to hiccup)
