I would argue Diddy Kong Racing is the best cart racing game of all time. It's got fantastic controls, a funky little overworld-level-select area, multiple vehicles that function quite well for the time, nice multiplayer modes, and is quite fairly skill base balanced (timing the extra green boosts, short cuts, etc.)
Personally I would love to see another
